Well my ipad is locked I don't have a Mac book I have a surface so I mean I can't connect it to iTunes is there another way to unlock a disabled ipad with using iTunes and another detail my wifi was disabled at the time so my ipad dosent have wifi either

I'm guessing that you are referring to disabled, as you use the phrase "locked".
do you think its possible to erase it through the find my iPhone but the only problem is that the ipad is not connected to the internet.
Unfortunately, if the device is not connected to the internet, you cannot erase it. With Wi-Fi disabled, then the only choice would be to do it with a computer and iTunes.
