iTouch 4th gen with apple music

Hello,

I am looking to find out if I can use the offline music with an iTouch 5th gen. I can not find the tab to allow offline listening, and when I try to turn on iTunes match, it keeps turning itself off.

I have checked the ios and it is current and up to date.
