Can't help unless you provide details

what OS and software are you using? What is your exact workflow step by step?

You cannot be using iPhoto, if you are seeing a Recently Deleted album. Are you using the Photos.app on a Mac or on an iPhone or iPad?

That usually happens, if you are browsing the photos from an album and are only removing the photos  from the album instead of deleting them from the library.

How are you trying to delete your photos? In Photos on a Mac use the key combination ⌘⌫  (command-delete) to delete the photo from the library.

If you delete a photo from an album or project it is deleted only from that item.  Deleting from the All Photos or Photos window will send the photo to the Recently Deleted smart album.   If you're using Photos 1.2 that comes with El Capitan 10.11.1 the following may help:

Deleting Photos from a Photos 1.2 Library

1 - regardless of where you are in the library, i.e. Moments, Collections, albums, smart albums or projects, select the photo(s) you want to delete and use the key combination of Command+Delete to move the photos to the Recently Deleted smart album.

2 - click on the Recently Deleted smart albums in the sidebar.

3 - in the Recently Deleted album you can opt to let the photo automatically delete after the 30 day waiting period is up, delete them immediately or restore them to the library.

NOTE: deleting a photo from an album, slideshow, book, etc., with only the Delete key only deletes that photo from that item. Deleting a photo from a Moment or Collection deletes ALL occurences of that photo in the library.
