Well, you are showing a screenshot of the iTunes Store - from where you would purchase music - not stream or set up Radio stations.
To start a Radio Station you need to go to either the My Music/Playlist/Radio/New screens. From there albums and tracks show the three dots to the right of the track/album title where you can select starting a Radio Station.
You can also use the Search feature - selecting to search your music or Apple Music - to find the track/album you want a radio station based upon.
Thank you. It does not look like Apple makes it easy to sign in to the free version of Apple Music on desktop. I used the trial of Apple music on mobile, and let the trial run out. So now I can still create stations based on any artist or song, just like in Pandora or Spotify. From desktop I cannot do the same thing in iTunes. There's no way to sign in to Apple music free version. You can create a station from "my music" if you have purchased a song from an artist, but that only creates a station of that that artist's music, not similar music like Spotify, etc.
The issue might be that because you already had a "trial" of Apple Music (assuming that your iPhone and computer use the same Apple ID) it will not let you sign up for another "trial".
I know you can go into iTunes Preferences on either a Mac or Windows computer and turn on "Show Apple Music" (iTunes/Preferences/General), but you will be limited to Radio with commercials. Not sure what the other limits are. But if you sign into your Apple ID in iTunes, scroll down to Settings and click Manage next to Subscriptions, you should find the options for setting up an Apple Music account.
