why are not all my photos uploaded into iCloud ?

I have finally opened up to the iCloud to store my photos safely. they come from ipad,imac and iphone and upload from usb sticks and CDs of the past. It looks like those last ones do not synchronise into the cloud. help ! have wasted already too much time trying to upload them. any suggestions ?
