trying to re-set my iPad has now been "trying" for 53 minutes

I need help re-setting my iPad (2 years old)

Trying to do this with the pad and it has been running the same statement now for close to an hour

egan the 2-verification and this is what it is telling me

"It may take several minutes to set up your Apple ID....I already have an ID and password, and pass code #

What am I doing wrong?
