Limited Music/Songs on my iPhone

Why does my iPhone music library only have ~220 songs (out of >6K on the Mac). I understand the concept of caching for memory efficiency etc. but in my case the phone has ~20GB of memory free and the phone only has about ~220 songs available so when I have no coverage (like during a flight) I am very limited in my selection. I have tried turning off iTunes Match and re-syncing but it doesn't seem to matter. I assume that this has something to do with Apple Music (to which I am not now n or have I ever been a subscriber).
