Trouble restoring photo library from iCloud on a new 6s plus 120 GB.

On a new 6s plus none of the photos were transferred from iCloud, iPhoto library is simply empty, even after what was a very careful, step by step guided set up. I can view those photos from my old iPhone and other devices.... Just not on the new, otherwise perfect and absolutely kick *** iPhone 6s Plus 120 GB. Can some one help me? Thank you.
