so if I'm understanding right you have iPad 1 and iPad 2 and want apple ID 1 on iPad 1 and Apple ID2 on iPad 2?
If so, i'm presuming you have 2 new ipads and want to make 2 id's from scratch.
each apple ID will need a different e-mail.

You can create or manage AppleIDs here: https://appleid.apple.com/
It's far simpler to create an AppleID using a computer first (so you can type easily). Then you can use that AppleID for any or all of the services on the iPads that you need to have different AppleIDs.
I would like to make another apple id to use on the same iPad. can this be done?
You can use a different AppleID for each of the following services independently on any iOS device: Mail, iCloud, iMessages, FaceTime, App Store. However, you can't have two people use the same iOS device and therefore have more than one AppleID logged into any of those services at once. You also cannot log on an off at will to some of these services (such as the App Store) or you will be locked out for a long period of time.
It certainly would be nice to have multiple user environments on an iOS device but the current iOS is not designed for multiple users.
