Move from Android option not showing on iPhone 6s with iOS 9.0

I am trying to switch from android to iPhone and I have run into some issues when trying to move data from an android device to my new iPhone. On multiple occasions when setting up the new iPhone, the option to move data from Android does not display even though the phone is a 6s and running iOS 9.0

I've tried updating the phone software but then I have to restore the settings and content to move data from android therefore erasing the new software update. How can I get this taken care of?

FYI both phones are on the same strong wifi, the switch to iOS app is downloaded on the Android, and both phones have updated software and are currently charging.
