To play 2 player simultaneous  tv games do I need to 2 remotes?

Apple TV (4th generation), iOS 9.1

Only one  tv remote can work for games . You'll need to use yours and your family and friends's iOS devices running a (likely updated version of) the Remote app, or better still—made for iOS devices (MFi) game controllers.
