There is a discussion about this at https://discussions.apple.com/thread/7317616 However, "the solution" DOES NOT ALWAYS APPLY. In my own experience and that of a number of others there are NO internet, anti-virus or proxy blocking connection issues. The error appears in a variety of network environments eg work, home etc. The error happens randomly and is not tied to a specific app being installed on an iPad. The error has been seen with both iPad 2 and iPad Air. Configurator 2.1 Mac OSX 10.11.1 iOS 9.1
