Why isn't my music syncing on my iPad?

I have my iPad plugged into the Macbook Air. Under iTunes settings on my Macbook, I have checked Sync with this iPad over WiFi. On the iPad, I have the iCloud Music Library option on. I do not have subscribe to Apple Music, but do subscribe to iTunes Match. After syncing, the iPad still cannot access my music in iCloud.
