Tracking downloads and deletes of apps

I am trying to find out when an app is downloaded and deleted from an iphone. The app is in our family sharing. One user is allowed to use the app and another is not. But I have no way of knowing when that user is downloading the app and deleting it before I can see the phone. Is there any way to do this outside of jail breaking the phone? I don't want to do that.

I KNOW I can set it so that an app cant be deleted without a passcode... that isnt a solution for me. I know that I can have it so that I have to be asked to approve downloads... that isnt a solution either.

I need to be able to get an app download history and know when an app is downloaded and deleted.
