Why do you need so many accounts?
Use one that you've already created.

No you didn't if you have totally wipe the iPhone.
Try this
Settings > General > Reset > Erase All Content & Settings
No still its not working.
I had the same issue once. If you have any other iOS devices you should be able to activate the iCloud account on another one of them.
Unfortunately once all the 3 iCloud accounts have been created on your device, you cannot create any more regardless of what you do. You will need to re-use one of the accounts that you have already created or create your new account on another iOS device or Mac computer.
