After i payed for 200GB storage plan i still have only 5 GB !!?? WHY?

I have been receiving bill , every months for the past 4-5 months..And this month i receive a message saying that my storage is full and i saw it's only 5 GB.

Why..!?

Might make sense to ask people who you receive the bill from. Contacting apple link on the bottom right of that page. None of us would know if your credit card was declined, or you are paying to someone and not Apple, or your storage just expired...
