Q: Can't send texts or receive them only send iMessages iOS 9

I need help....

So I can only send iMessages not texts! And when I try to send texts it says not delivered and I am not receiving texts, when someone texts me it says not delivered and won't go through, some one help what do i do?

iPhone 5s, iOS 9.1

Contact your carrier. SMS and MMS messaging are carrier features.
