Why can't all apps be delete-able?

I LOVE my iPad, but it's only 16 gb and the new iOS's take up so much of that I've had to delete a TON just to be able to use the apps I absolutely need and STILL it keeps crashing. I'd like to be able to delete stuff that I'll NEVER use, but Apple won't let me. It's too frustrating.

Apple has decided that specific apps cannot be deleted from the iOS. I can understand why it can be frustrating since you don't have a lot of storage to use, but Apple has actually made some improvements to the capacity of the iOS SW. Consider purchasing an iCloud storage subscription where you can save some of your photos and app-data.
