iPhone 6s consuming too much wifi even with iCloud and photo upload disabled

My new iPhone 6S is sucking too much WiFi data. iCloud and Photo sharing/upload is disabled. Sometimes even in idle mode it consumed 100+ MB in a minute. I installed a Data Management app and found that phone is doing more upload than download. Which app is causing that?
