have an iphone 4 and update to current ios 9.1. then backed up to icloud
now want to restore from icloud to iphone 5 but says no backups available

Q: no backups available
1. The old phone is not 4, but perhaps 4s. 4 does not go to 9.1.
2. Setup 5 "as new" and update and then erase to start over.
then backup will show up.
If restoring from an iTunes or iCloud backup requires a newer version of iOS - Apple Support
