Where do you want to upload videos to from your iPad ? If you mean copy them to your computer (and they were taken with the iPad and are in its Photos app) : Import photos and videos from your iPhone, iPad, or iPod touch to your computer - Apple Support.

To copy videos to your iPad you can copy them from your note4 to your computer and sync them to your iPad's Photos tab in iTunes to the iPad's Photos app ; if you want them in the Videos app on your iPad then add then to your computer's iTunes via File > Add To Library (if they are not in a compatible format you will have to convert them first), and you can then sync them via the iPad's Movies tab in iTunes to the iPad's Videos app.

Note 4 is a Samsung tablet, running Android operating system, and is not compatible with videos from the iTunes Store. You can purchase videos for it at the Google Play Store.
