I need help to reinstall the iOS, because I have one with company default proxys and configuration, I have tried to restore, downgrade and evrething I know and always install the application of my company, and if I am not in my company it doen't let me navigate to Internet

I suspect you company has enrolled the ipad in DEP and set up an MDM. Doing this will lock down your ipad to company approved stuff. You should talk to your company about your needs.
