I am having problems with the iPad mini, these problems are with the Apple ID. How do you bind an existing Apple ID on an iPad mini that is already connected to an older ID? I want to swap ID's.

Not sure what you mean by 'bind an existing Apple ID', what exactly are you trying to do ? iTunes accounts can't be merged nor can content be transferred between accounts.
If you want to log out of an account for the stores then tap on it in Settings > iTunes & App Store and you can then log in with a different account. Similarly for the cloud Settings > iCloud > Sign Out
