Activation lock: ON, new Iphone 6s

Hi guys

i am looking to buy a new iPhone 6s from some guy who have new and UNOPENED box of this device. When i enter IMEI nubmer here

it tells me that this device is not yet activated and that is fine, because the box is totally new and unopened.

BUT, when i put IMEI number on activation lock check it tells me that device is LOCKED??

How can be locked and its not even activated? Is this device stolen so apple locked it or what? Or maybe is locked on specific network? I dont want to buy anything wrong so thats why i want to check everything before i buy.

Its easy to say if you have enough money to buy in the the store. I dont have, so thats why this looks interesting to me but dont want to buy anything wrong (stolen) to see police on my door. Thats why i want to know why this device is locked, is this something normal.

Btw. that guy have warranty and bill, but i cant belive 100% to this paper because its from another country so i cant check it is it false.
