HHow do I get my messages to come to both my phone and iPad Air both
iPad Air, iOS 9.1
what kind of messages? messages sent to you via iMessage or SMS Text Messages sent to the iPhone?

I Messages especially
have you setup your Apple ID on both the devices?
Check Settings > Messages > iMessage is on on both devices and verify the "Send & Receive" to verify that you can be reached by imessage at the same addresses.
TThe phone number is not in the send and receive field
on the ipad i guess,
i could suggest to you to turn iMessage off in the ipad, then restart the ipad by pression the top button for about 5 seconds and sliding the power off slider.
then start the ipad by pressing the power button about 5 seconds, enter the settings and reenable the iMessage option, and see if the phone number gets activated along.

If the phone number is not in the send and receive filed on the iphone, repeat the same process but make sure you can send SMS Texts since the iMessage Activation uses SMS trough the activation process
