Is there a way to scroll down notes besides the keyboard in iCloud Notes?

I would like to scroll down the list of notes in iCloud Notes, but it seems the only way to do it is to click on a note and then use the arrow keys on my keyboard. Is there a scroll bar or a way to use a mouse, pad, or pen to scroll down the list of notes? I use iCloud on my iPhone 6s, iPad, and Windows 10 PC.
