I can look at a person I am sharing an iCloud safari pages when they are on it because when I open my safari it shows it with a tab how can I turn this off so they cannot see mine I already turned it off in my iCloud settings and it is not working?

This will be because you are sharing an Apple ID, the best suggestion I can give you is to stop sharing an Apple ID.
