IMessage won't work

I use an IPhone 6 but IMessage won't work. It's just billing 15naira Nigeria money at intervals. Any suggestions.

I have use the Airplane turn off method

i have used the Reset Network Settings Option

I have gone to send and receive option, input your apple details an activate option

But it still won't work
