Checking IMEI number - For unblocked phones

My iphone 5 will not work in Fiji. Mobile provider in Fiji states it needs to be 'unblocked'.

As the phone was purchased second-hand 'unblocked' can Apple confirm the phone's status? via the IMEI number?
