My neighbor upgraded to an iPhone 6s, so she gave me her old iPhone 4s. She said it's been factory reset. But I cannot send photos via text message or receive photos within text messages. I also cannot send group texts. I have iMessage turned on. I'm not sure what the issue is.

Do you have MMS enabled? What did your wireless carrier say when you contacted them about the issue?
If you want to send photos in a text message, you will need a MMS plan from your provider. SMS plan cannot send photos only text.
Check with your provider that your MMS plan is provision correctly.
In addition to having MMS enabled with your carrier and having MMS turned on in Settings>Messages, you need to have an active cellular data connection.
