Can't download itunes, or apps

Hello, I goto to itunes store select song, select buy song, Circle icon shows up then after about a minute disapaears and the download fails.

Same thing with apps, I can't download any new apps.

This is a iphone5 with 9.1 4 GIG free

Also we have family sharing, so I tried downloading a song from a family member, again I can see the song and I canplay the song but it never downloads to my device.

Finally I noticed restrictions were on, so I disabled them, still same issue.
