I'm trying to create a quick backing track in Bb Maj, but whenever I select it in the control bar, it just selects Eb min. It lets me select B Maj and A Maj, but not Bb. It's so frustrating!
It literally selects Eb min every single time.

There is no place in the Control Bar where you can set the Key Signature. I think you are perhaps looking at the MIDI in/out monitors.
To set/change the key signature you need to open the Signature List.

My project bar looks like this. When I select key, it brings up all the keys, including Bb Maj, but won't let me select it. Thanks.
Ah, I didn't try those preset configs, sorry. Anyway, you indeed appear to have come across a bug, as here it also won't stay at Bb, at least: in the display. In the Signature list it does change correctly.

You can file the bug report using my screenshot.
Also be aware that if you make such a change, it happens wherever the playhead is; so if it is for the whole song, set the playhead at the start.
It is a known bug in 10.2
Eb changes to Ab min as well.
This is only a control display issue. The global tracks and the score due in fact have the correct keys signature. So until it's fixed just ignore it or change it in the event list, score or global tracks.
Why can't I select Bb Maj?
