Payment to upgrade storage not working

I'm mad as **** and I feel like Apple is ridiculous in complexity. I have a family with 5 iPhones and the passwords, mac account, itunes, storage -- it's just ridculous. Seriously - I'm a smart guy and very tech oriented and I get lost in all this crap. So my issue is why won't the stupid payment screen on the phone let me upgrade my storage so I can actually back up my iphone on iCloud? I entered the VISA info and it just sits there when I select 'Done' -- it doesn't take me to a new screen or allow me to complete the upgrade to the $1 per month plan. I feel lost as an Apple customer -- again - this is ridiculous!
