No, sorry, you cannot. iOS 7.1.2. is the highest iOS an iPhone 4 will run.

Sorry, but what iPhone do you have?

An iPhone 4 (as you state in the title of your message) or an iPhone 4S (as you state in the text of your message)?

If you have an iPhone 4S you can install iOS 9.x as well.
