If you are referring to using the Guest Networking feature of the AirPort base station then it would limit users in only being able to access the Internet, but not the local wireless network.

If you have enabled the Guest Network feature on an AirPort router, then "guests" will only be able to connect to the Internet. Guests cannot "see" or connect to any devices on your "main" or "private" network.
That might be an issue if you have a wireless printer and you want "guests" to be able to print, since guests will not be able to see the printer on the main or private network.
I am selling an old iPod and the buyer will want to verify connectivity. Then I hit the Forget this network button.
That would be correct if you never want the iPod user to be able to connect to the network in the future unless he/she has the correct password at the time.
Would Erase network settings be more secure than Forget this network? Buyer will be a total stranger.
I'm not aware of an Erase Network setting or option on an iOS device, but Forget This Network would do the same thing.
If you want to erase all stored passwords, etc on the iPod......
Tap Settings on the Home Screen
Tap General
Scroll down and Tap Reset Rest Network Settings and any other settings that you want to erase. Reset All Settings would wipe the device clean of all stored data regarding websites, passwords, etc.
