Trouble with OS9

My wife recently updated her iPad II to iOS 9. She lost all of her contacts and photos. She did not back them up to iCloud? Can she recover them?

If they were not backed up to iCloud or iTunes, and she didn't have them synced with a cloud service, they're gone.
