Changing startup disk

My current startup disk is full, and this is causing problems.

What is the best way to instal a new system on a different startup disk and do I need to reinstall all my applications all over.

Any help and advice appreciated.

G-4 450MHZ, Mac OS X (10.3.x)

If you want to replace the internal, you can use SuperDuper or CarbonCopy Cloner to create a clone. Then format the new disk and either clone back or install fresh and use Setup Assistant to migrate.
