iTunes say I don't have enough privileges as an administrator? There is only me on the Windows PC!

Try right-clicking on the iTunes link in your start menu and using Run as Administrator. Sometimes doing this once allows iTunes to complete some initialization task that is otherwise blocked.
Try Restart the Apple Mobile Device Service (AMDS) on Windows - Apple Support.
