How can I delete Pictures & Movies from iPhoto & Photos?

Equipment - MacBook Pro

Running - OS X Yosemite

Issue: I am Showing BOTH "iPhoto and "Photos" Libraries as shown below:

I have deleted photo's directly from "Photos" and they still appear in the iPhoto and Photos "Master" files.

I have also tried deleting photos directly from the Master files and they still appear in the Photo's App.

I am tempted to just delete the entire iPhoto library to see if that works, but I don't want any risk of losing memories.

I need to know the best possible course of action to clearly free up disk space, delete duplicate files, and not lose important stuff?????
