updated to el capitan and iTunes music will not sync

I have updated to El Capitan, but my iTunes Music and only music (video and others appear to be ok) just keeps whirling showing the message download ICloud....

Its been trying to download for 2 days, should it not be first connecting to the library on my hard drive and then referencing that against the music stored in iCloud ?

anyone know how to get this sorted, its a friday night and i need the music 😟
