It sounds like you can see the books in iBooks but they refuse to finish downloading. I would start by quitting the iBooks, iTunes, and Settings apps:
Force an app to close in iOS
https://support.apple.com/en-us/HT2013301. Press the Home button two times quickly. You'll see small previews of your recently used apps.
2. Swipe left to find the app you want to close.
3. Swipe up on the app's preview to close it.
When you have done that restart the device and test the issue again:iOS: Turning off and on (restarting) and resetting

If it persists try signing out of the iTunes and App Stores:
iTunes, iBooks, and App Store
- Tap Settings > iTunes & App Store.
- Tap your Apple ID. If you see the option to Sign In, you can change your Apple ID now.

- Tap Sign Out.
Sign in with a different Apple ID on your iPhone, iPad, or iPod touch

Nov 29, 2015 12:07 PM in response to sterling rby motomanic12,I had the problem fixed before your answer was available. iTunes support reposted the books (not downloading) in my account, and when I synced my iPhone in iTunes on my iMac the books finished downloading. One book was done first and then two more a couple of days later. The last two had the iCloud symbol to the right of the book title, and when I clicked on the cloud symbol the books downloaded. So all is good.
