Can't buy apps no matter what but can do in app purchases

whenever I try to buy apps it says sorry cannot purchase item go to www.apple.com/itunes/support/ww/.Then I try it again but it does the same thing so I open my clash of clans game and do $4.99 payment and it works but I can't get the paid app
