If you activated Find My iPhone under iCloud anyone with your iPhone will run into Activation Lock and they will not be able to use it.

IMEI is the number used to identify a GSM phone. The carrier needs that number to disable the phone on their end and they should have it on record. They have to do that. Apple does not manage or track IMEI numbers but they give other ways to make your phone unusable for a thief and protect your information in the article I lined earlier.
