Can't install ANYTHING because it says I need to enter in a credit or debit card. But I don't have a card
how do i fix this? i cant even ate apps without asking for payment info

It sounds like you do not have a payment method to enter for your Apple ID. You can try setting your payment method to None in your Account Settings with this article:
Change or remove your Apple ID payment information
