I have an iMac running El Capitan. I have filled up my 1 TB external hard drive using Time Machine. I am ok with the most recent backups staying on the external hard drive while Time Machine deletes older backups. I just recently purchased the 200 GB storage plan in iCloud. How do I back up to both places? Please advise. Thanks.

FYI, uploading a lot of content will take considerable time unless your upload connection is the same as your download (which it is usually not - it is comparatively slow). And, my personal opinion: as absolutely nothing online is safe as hacking into people's accounts or companies' servers is commonplace nowadays with people trying to obtain your personal/private/financial information either to use it themselves to help themselves to your money or sell your info for money, I do not store any such sensitive information online.

You don't. iCloud is not a backup solution for Macs.

I have 3 external drives and duplicate backups of everything. Instead of a second TM backup, you might want to consider making a bootable clone using CarbonCopyCloner or SuperDuper which will give you a different backup that is fully bootable.
