error http://a1831.phobos.apple.com/us/r30.... could not be found - Cartwheel by Target

I recently loaded "Cartwheel by Target" on my iPhone 5S via WiFi while in the store. Phone has iOS 9.1. When I backed up my phone to my laptop, I received several errors for this app, so I deleted it from my phone. iTunes is still trying to download it and throwing errors every few seconds when I have stuff queued up behind it. If I click the Downloads Icon (in iTunes on my non-Mac laptop) it says "Cartwheel by Target" and "zero kb of 34MB - stopped (error = 404)" I tried to cancel the download by clicking the X next to the entry in that Download drop down, but that just pauses it until the next thing is ready to download.

Then it throws an error popup "There was a problem downloading "Cartwheel by Target". The URL "http://a1831.phobos.apple.com/us/r30/Purple69/v4/f5/1d/30/f51 (it looks like there is more to this URL but maybe the error message display truncates it?).... could not be found on the server." I just want to make this go away. I don't need Cartwheel by Target and at this point don't want it with all the hassle it has created.

Yes, I did restart phone / iTunes / Laptop - no change. Any suggestions?

In some cases you can cancel a download by closing iTunes and deleting the contents of the Downloads folder that is inside your iTunes Media folder. Otherwise visit https://reportaproblem.apple.com/ and click on the Report a Problem link connected to the app in question. Ask the store staff to flush your download queue so the app no longer tries to download automatically.
