MY son was watching a video and accessed the picture in picture mode, at some point he has pressed something/moved the floating screen off display, now we can not view or retrieve the floating screen or view any videos. How can you reset this mode to display the video?

Does your son have a iPad mini 2 necessary for picture in picture or was he watching a YouTube video and he dismissed the video like below.
THis is in the apple video app, not related to YouTube.

You're welcome. Reading the user guide start a video, then tap the home button or tap the minimize icon (two overlapping rectangles with a arrow pointing towards the smaller rectangle.) but first you need to start a vide. Do I read you correct you can't start a video ? If you can start a video picture in picture can be turned off in settings. From the iPad user guide.
“Turn Picture in Picture off. Go to Settings > General > Multitasking, then turn off Persistent Video Overlay.”
