No. iCloud is storage to sync with other devices. When a device deletes the file, it is removed from iCloud.

No, as Allan posted, the photos must remain on the computer.
There are other network solutions beside iCloud which do not have that limitation. If you do a search on network storage of photos, you will find many solution to choice from.
