can't move apps icons on Home screen.

I hold icon until they all jiggle, but when i move one to the edge of the screen it just snaps back rather than moving to screen 2. They can be rearranged on screen 1 or 2, but not exchanged between them. There is excess room on both pages. Thanks for any help.
