Switch between OS X and Windows

There is no options for me to choose between OS X and Windows 10 after restarting Mac Mini running El Capitan and the computer went straight to the default OS X.

Mac mini, OS X El Capitan (10.11.1), null

Do you have any third-party NTFS software (Tuxera, Paragon, NTFS-3g,...)?

Usually, you should see the following (notice the lock icon, which is new for El Capitan).

other then that if you hold down the option key during bootup you are presented with a list of the boot options you have
